Mr. Garza is a founder of the Texas/Mexico Border Coalition and an extremely active participant of the organization. Mr. Garza is charged with obtaining personnel for TMBC, as well as funding for various projects. His long-time relationship with USDA administration and local producers makes him well-suited for the Chairman position.

Mr. Garza works full-time for The University of Texas - Pan American CoSERVE Division. He resides in San Isidro, Starr County, Texas.
